Tubes no wider than 350 pixels work
best for this tutorial
Brushes of choice for accent
Eye Candy 4000
Eye Candy 5 Textures Demo Here 
Filters Unlimited Demo Here
Xero Filter Soft Mood Here
The soft mood filter is in filter set 2, 
but I highly recommend you get them all!!

Note:
Eye Candy 4000 is no longer availible
to buy or try.  If you do not have this
filter, you may use the cutout filter
included with Paint Shop Pro.

Settings for tools used more than
once will remain the same unless
noted elsewhere.

Preparation
Open your tube in PSP
Duplicate Shift+D
Close the original

Note:
If your image is already less than
350 in height, no resizing is
necessary.

Part A Header Graphic

1  Image > Resize
    Width will set itself
    Height no more than 350 Pixels
    Make note of the height for
    reference later
    Resample using Smart Size
    Lock aspect ratio Checked
    Resize all layers Checked
    OK

2  Adjust > Sharpness > Unsharp Mask
Settings:
    Radius = 2.00
    Strength = 100
    Clipping = 5
    Luninance only = unchecked
    OK

3  Image > Canvas size
Settings: 
    Width = 500
    Height = The height of your image
    Placement = Left center
    OK

Note:  At this point you may
want to add your favorite drop
shadow to your tube.  I like to leave
the drop shadow choice up to the
creator.  Some like them, some do
not :)

4  Dropper Tool dropper9.gif
    Left click to choose a light color
    for the foreground
    Right click to choose a dark color
    for the background

5  Material Palette
Settings:
     Style = Radial
     Angle = 0
     Repeats = 30
     Invert = unchecked
     OK

6  Layers > New Raster Layer

7  Layers > Arrange > Send to bottom

8  Flood fill tool 1
Settings:
    Match mode = None
    Sample merged = Checked
    Blend mode = Normal
    Opacity = 100
    Right click to fill this layer with
    the gradient

9  Layers > New Raster Layer

10  Flood fill tool
      Left click to fill this layer with
      your light foreground color
      Lower the opacity on this layer
      to 70 or 75 (Will depend on the
      color you have chosen)

11  Layers > Merge > Merge down

12  Effects > Plugins > Eye Candy 5 >
      Textures > Texture Noise
Settings:

13  Effects > Plugins > I.C Net Software
      > Filters Unlimited 2.0 > Paper
      Textures > Japanese Paper
Settings:
       Intensity = 84
       Lightness = 87
       Apply

Note:
At this point you can add some flair
to your header graphic.  You can add
a brush, some text or even another
tube if you wish.  I have chosen to
add a brush of a butterfly and then
lowered the opacity then added a
poem.  Get creative!!

14  Layers > New Raster Layer

15  Paint brush Tool 1
Note: The size will depend on the
brush chosen.  The size could be
smaller, but no larger than the
size suggested in the settings.
Settings:       
      Size = 250, Step = 32
      Density = 100, Opacity = 100
      Apply the brush to compliment
      your tube
      Lower the opacity of this layer
      to between 50 and 70 (to your
      liking)

16  Layers > Merge > Merge All Flatten

17  Effects > Plugins > Xero > Soft Mood
Settings:
      Haziness = 50
      Glow = 50
      OK

18  Material Palette
      Left click on the background
      color in your materials palette
      Select the Pattern tab
      Find your image in the patterns
Settings:
      Angle = 0
      Scale = 100
      OK

19  Image > Add Borders
Settings:
      Choose a color not in your 
      image
      Symmetric = Checked
      Change any of the numbers to 10
      OK  

20  Magic Wand Tool 1  
Settings: 
      Mode = Add (Shift)
      Match mode = RGB Value
      Tolerance = 0
      Sample merged = unchecked
      Contiguous = Checked
      Feather = 0, AntiAlias = Checked
      Left click on the border you
      just added

21  Flood Fill Tool
      Right click on the border to fill
      with your pattern

22  Effects > Image effects > Offset
Settings:
      H offset = -360, V offset = 288
      Custom = Checked
      Edge mode = Wrap
      OK 

23  Selections > Invert

4000 skip this section and go to
step 24.

a  Layers > Duplicate
    Rename this layer Left

b  Layers > Duplicate
    Rename this layer Right

c Select the layer named Left

Settings:
    Vertical = 10, Horizontal= 10
    Opacity = 50, Blur= 10   
    Shadow color = Black
    Fill interior with color = unchecked
    OK

e  Select the layer named right

f   Effects > 3DEffects > Cutout
    Settings remain the same except
    change Vertical and Horizontal
    to (minus) -10

g  Layers > Merge > Merge all flatten
